Architecture & Interior Design: Service Phases according to HOAI

Phase 1: Basic Evaluation
– Clarifying the task based on the client’s specifications or requirements planning
– Site visit
– Advising on the overall need for services and investigations
– Formulating decision-making aids for the selection of other professionals involved in the planning
– Summarizing, explaining, and documenting the results


Phase 2: Preliminary Design
– Analyzing the fundamentals
– Coordinating objectives, pointing out conflicting goals
– Developing the preliminary design, investigating, presenting, and evaluating variants according to the same requirements; graphical representation and evaluation of significant correlations
– Clarifying and explaining the essential urban, design, functional, technical, building physics, economic, energy, and landscape ecology contexts, specifications, and conditions
– Providing the work results as a basis for the other professionals involved, as well as coordinating and integrating their services
– Preliminary negotiations regarding approvability
– Cost estimate according to DIN 276, comparison with the financial framework
– Creating a schedule with the essential processes of the planning and construction sequence
– Summarizing, explaining, and documenting the results


Phase 3: Design Development
– Developing the final design based on the preliminary design (detailing the planning concept)
– Providing the work results as a basis for the other professionals involved, as well as coordinating and integrating their services
– Object description / building description
– Negotiations regarding approvability
– Cost calculation according to DIN 276, comparison with the cost estimate
– Updating the schedule

Phase 4: Approval Planning

Phase 5: Execution Planning
– Developing the execution planning based on the results of phases 3 and 4

Phase 6: Preparation of Contract Award
– Drawing up a tendering schedule
– Drawing up service descriptions with Bills of Quantities by service areas
– Coordinating and aligning the interfaces with the service descriptions of other professionals involved
– Determining costs based on Bills of Quantities priced by the planner
– Cost control by comparing the priced Bills of Quantities with the cost calculation
– Compiling the tender documents for all service areas


Phase 7: Assistance with Contract Award
– Coordinating the contract awards of the specialist plannersr
– Obtaining bids
– Checking and evaluating the offers, including drawing up a price comparison list by individual items
– Checking and evaluating offers for additional and modified services from the executing companies
– Conducting bidder discussions
– Creating award proposals, documentation of the award procedure
– Compiling the contract documents for all service areas


Phase 8: Site Supervision and Documentation
– Supervising execution for permit and contract compliance
– Coordinating professionals in site supervision
